The ticket-taker problem showed up differently when I moved from dev to BA. As a developer I was handed tickets and told to build. As a BA my job was supposed to be the bridge - bring the problem context before implementation starts.

But in most teams I worked in, BA got pulled in after the solution was already decided. "We need this feature, can you write the requirements?" That's not discovery.

That's documentation after the fact. The three amigos model works when it starts at pain identification.

Most teams only form it at solution implementation - which is exactly the problem you're describing, just with different job titles.
